Q COSTA RICA NEWS – The northern town of Upala was perhaps the single most hardest hit of Hurricane Otto. This community of 45,000 people was in the eye of the storm, as Hurricane Otto made a last-minute turn after picking up speed as it crossed Lake Nicaragua.
