The expansion of the “radial de Lindora”, in Santa Ana, between the Virilla bridge and the Ruta 27 that was to have begun in the middle of this year, held back by appeals, suffered another series of setbacks that further delay the start of the work.
The project managed by the United Nations Office for Project Services (UNOPS) and the National Road Council (Conavi), was awarded in the first instance to the R147 Copisa-Conansa consortium for more than US$13 million dollars.
However, an appeal presented by H. Solís construction company, the Administrative Contracting Division of the Comptroller General (CGR) annulled the awarding act.
Without getting into the particulars of the appeal and the nullifying of the contract, for the project to begin the UNOPS must amend a series of aspects, that include, among other things:
- Verify if the title held by the professional offered at the time of participating in the projects presented as experience was effectively comparable to that of an engineer on roads or in construction, which allowed him to participate in that condition in the project.
- Verify – through the CFIA – if the condition under which you registered for one of these projects (advisor) effectively allowed them to play another role in the work (project manager).
- Once the above is accredited, there must be a new awarding of the contract.
All this means that the project continues stalled while traffic conditions through the 2.25-kilometer stretch, the radial, worsens daily.
If the start of the work would have begun as scheduled several months ago, in less than a year of the 13-month project from start to finish, would see a 7 lane road, including bus lanes, sidewalks, a new bridge, with good traffic flow.

Among some of the details that must be incorporated in the project:
- at least 10% of the work crew must be female
- sidewalks must be at least 1.2 m wide and have ramps for the handicapped
- the main traffic lanes to be divided – with concrete dividers – from the ancillary lanes.
