QCOSTARICA – In Costa Rica companies who are behind in the contribution payments to the Caja Costarricense de Seguro Social (CCSS) – also known as the “Caja” – may have been participating in public tenders, something specifically forbidden.
Partido Liberacion Nacional legislator, Antonio Alvaro Desandi, considers it “unfair competition” with those who do pay their employers contribution. “… In the view of Partido Liberacion Nacional (PLN) legislator Antonio Alvarez Desanti, it is a “terrible precedent” that the Comptroller endorses someone who doesnt paid their obligations to the Department to participate in tenders. It’s … ‘unfair competition’ with those who do pay their employers contribution, ” he said.
Alvarez recalled that when they analyzed the proposed strengthening of the CCSS, a motion was filed to ban this practice, only allowing the participation in the various tender processes those who pay contributions, it did not receive any support, but it was announced that it would be reintroduced in the Legislative Plenary when the aforementioned project was submitted for analysis.
