COSTA RICA NEWS — The Tribunal Contencioso Administrativo (Administrative Court) issued an injunction against the collection of the 2015 Marchamo (circulation permit), giving the State and the Instituto Nacional de Seguros (INS) three days to respond.
The injunction does not halt the actual collection. Not yet, anyways.

Basically the Court is allowing all State and the INS three days to respond in writing against the appeal filed by Movimiento Libertario legislator, Otto Guevara, who, like many vehicle owners object to the increase in the “fiscal value”, a value that is used to calculate property tax on vehicles that included in the payment of the annual Marchamo.
The press office of the Corte Suprema de Justicia (Supreme Court) said that once the responses are received, the judge will then decide whether the injunction will suspend the collection or if things will remain the same.
Every December, owner of vehicles are required to pay the Marchamo, an amount that includes the mandatory insurance provided by the INS and the property tax based on the fiscal value set by the Ministerio de Hacienda (Ministry of Finance). The property tax represents more than half of the total cost of the Marchamo.
The INS is the autonomous state agency responsible for the collection of the Marchamo through its agent network and financial institutions across the country.
The Marchamo payment is due by December 31. On January 1, late fees and penalties are added and drivers in a vehicle without the current Marchamo face a ticket and possible seizure of the license plates and/or vehicle.
