Getting a driver’s license in Costa Rica is not an easy task. The process (written and driving test) itself if routine, what makes it so difficult is getting the appointment for the road test.

Cosevi driving test center in San Jose

The Consejo de Seguridad Vial (COSEVI), the national road safety council, a division of the Ministerio de Obras Publicas y Transportes (MOPT), tries, but as it has been custom for the last several years, cannot cope with the demand.

Just this Monday it put available 11,000 appointments for road tests in August and, as it occurred the month before and before that and so on, they were gobbled up in a matter of minutes.

Nine minutes – that is NINE MINUTES – to be exact. This left many, once again, waiting for a driving test appointment.

The situation is repeated every month. Last month, May, there were 18,000 spots, also disappearing within minutes.

According to the Cosevi, currently, there are an estimated 33,000 people waiting for the driving test.

On Monday, the Cosevi techs said there were one million plus requests on their website.

The Cosevi driving tests centers are located in Cartago, Guápiles, Heredia, Liberia, Limón, Nicoya, Pérez Zeledón, Puntarenas, Río Claro, San Carlos, San Ramón and the Cosevi central offices in San José.
