The “ALBA” Mousetrap?

President Luis Guillermo Solís insists that if Costa Rica allies with Petrocaribe, the country will not be part of ALBA, an agreement  proposed by the government of Venezuela, led by President Hugo Chávez, as an alternative to the Free Trade Area of the Americas (FTAA or ALCA in Spanish).
