Q24N — Simply put, it is up to the owner of Facebook, Mark Zuckerberg, to come to Costa Rica, line up at Hacienda (Ministry of Finance), to register with Hacienda’s Unified Digital System, if Facebook wants Aresep or another government entity to buy Facebook advertising.
