The completion of the Cañas and Liberia expansion of the Interamericana won’t be next month, as planned, but within a year.

The Consejo Nacional de Vialidad (Conavi) – national roads authority – has extended the deadline to the contract with the Spanish company, FCC, which was to have delivered the work in May 2014.

The new delivery date is April 2015, with an addendum to the original contract to include new works.

Conavi engineer, Kennet Solano, told La Nacion that the additional work includes the construction of three new interchanges, at Upala, in Barrio La Cruz and the entrance to the Colegio Laboratorio, in Liberia.

“By adding new work, the contract is being extended, giving the company an additional year to complete the work”, said Solano.

An inspection of the work to day reveals section of the 50 kilometre between Cañas and Liberia is missing concrete sections and in Liberia the sewer have yet to be installed.

Solano justified the in-completion, primarily the ramps leading up to and from the bridges along the highway, due to the in-completion of works by FCC and other contractors.

Along the route there are 18 bridges, only one of which is 100% complete.

The engineer explained that the construction of the bridges, in addition to FCC, are MECO, Codocsa-Holcim and Sanchez Carvajal, that have a completion date of August 2015.

The three new interchanges, according to Solano, have a completion date of September 2015.

Editor’s note: In writing this report I found that there are three four dates for the completion of one project:

  • May 2014, the original date for the completion of the road
  • April 2015, the new date for the completion of the road
  • August 2015 for the completion of the bridges
  • September 2015 for the completion of the three new interchanges

Aren’t the bridges and interchanges part of the road work? How does one issue a contract for completing a project when parts of the project, that are integral part of the whole, have each a completion past the completion date of the project? Am I missing something here?
