COSTA RICA NEWS — Couples completely naked having intimate relations, transvestites servicing their clients and prostitutes showing their private parts to passersby in the public parks, streets and sidewalks of the capital city is an everyday occurrence, according to the director of the Policía Municipal de San José.
The Chief of the municipal police force says that daily reports includes between two and three such incidents, many of the complaints are received by way of 911 or cameras installed in various parts of San José.
“Every night and throughout the week there will be three or four cases that officials run into on their patrols, finding them in the act (…) not all have to do with full intercourse. In video cameras, we’ve captured images where we see clearly the faces of people who come for oral sex, men, women,” Solano said.
The following video was recorded by a driver (in a truck) of a couple having sex in a moving vehicle on the Ruta 27.

According to the Chief, La Sabana, Parque España (across from the INS building), and Parque Morazan, are the favourite locations. Solano added that at the Morzan they have recorded video of couples having private moments totally naked as early as 9:00pm.
“We have parks such as the Parque Nacional (across from the Legislative Assembly building) that are being used by male prostitutes. Parque Sur and in Barrio Cuba are locations, during school season, where high school students find remote areas to… in La Sabana, any day of the week you can find people having sex, even in the dozens of the parked vehicles,” says the police Chief.
Solano says that in many cases use of drugs and alcohol drives people lose their “senses”. Even street people have been found having sex under garbage bags and cartons.
At the Fuerza Pública (national police), Freddy Guillen, Chief of Plans and Operations, concurs with Solano. Officials have found people in various parks, such as the Parque de La Paz and remote locations, to share their intimate moments.
“The most common is Parque de La Paz, where in conjunction with the Policia de Tránsito (traffic police), we give people advice on the practice, explain to them how they are vulnerable to criminals, not only to steal their car, but to endanger their lives and sexually assault the women…,” said Guillen.
Having sex in public is a misdemeanor. When police respond to such calls, they issue a ticket for public indecency and then its up to the Flagrancia (Flagrancy court) to set the fine, which can be from reprimand, to a fine to community work.
“In most cases, punishment will never include jail, expect in cases of rape or minors involved, those cases are always prosecuted, When it comes to consenting adults that forget they are in a public area, they are given a court appearance and then it’s up to a judge to set a possible fine or community work. The judge will generally consider damages, the time of the act, if there were people nearby and any moral damage,” said Solano.
