TICO BULL – Nicolas Maduro, the President of Venezuela, made the headlines two days ago about terrorist threats waiting for him in Costa Rica, but, rain or shine he would be here.

Yet, yesterday, not only does he drive himself from the airport to the CELAC event in Belén (a few kilometres from the airport), he also stops and gets out of the vehicle on the autopista General Cañas to greet people.
